Do tv networks lower the volume on movies so that commercials are louder?

Im watching a movie on MyNetworkTV (channel 13 in LA) and the volume is so low that I have to turn my TV up louder then usual. Then when the commercials come on it is SO LOUD.

Myself and my dad (we live in Australia) believe whole heartedly that they definately do!! You're watching a show and all of a sudden it's like the commercial slaps you in the face and says "wake up and listen to me!!", which is exactly what they want to happen. We just press the mute button.
